為貫(guan)徹落實黨中央(yang)、國務院關(guan)(guan)于(yu)深化電(dian)(dian)力體制改(gai)(gai)革(ge)的(de)(de)決策部署,更好(hao)保障電(dian)(dian)力安全穩定供(gong)應,促進電(dian)(dian)力行(xing)業(ye)高質量發展,近日,國家發展改(gai)(gai)革(ge)委(wei)印發《關(guan)(guan)于(yu)第(di)三監(jian)(jian)管(guan)周期(qi)省級電(dian)(dian)網輸(shu)配(pei)(pei)電(dian)(dian)價(jia)及有關(guan)(guan)事項的(de)(de)通知》(以下簡稱(cheng)《通知》),在嚴格成本監(jian)(jian)審(shen)基礎上核定第(di)三監(jian)(jian)管(guan)周期(qi)省級電(dian)(dian)網輸(shu)配(pei)(pei)電(dian)(dian)價(jia),進一步(bu)深化輸(shu)配(pei)(pei)電(dian)(dian)價(jia)改(gai)(gai)革(ge)。
本輪輸配電價改革在完善輸配電價監管體系、加快推動電力市場建設等方面邁出了重要步伐:一是輸配電價結構更加合理,不同電壓等級電價更好反映了供電成本差異,為促進電力市場交易、推動增量配電網微電網等發展創造有利條件;二是輸配電價功能定位更加清晰,將原包含在輸配電價中的上網環節線損和抽水蓄能容量電費單列,有利于更加及時、合理體現用戶購電線損變化,清晰反映電力系統調節資源費用,進一步強化電網準許收入監管;三是激勵約束機制更加健全,對負荷率較高的兩部制用戶的需量電價實施打折優惠,有利于引導用戶合理報裝容量,提升電力系統經濟性。
《通知》強調,居民(min)生活(huo)、農業生產用電繼續執行現(xian)行電價政策(ce)。
《通知》明(ming)確,工(gong)商業用(yong)(yong)戶用(yong)(yong)電(dian)價(jia)格由上網電(dian)價(jia)、上網環節線(xian)(xian)損(sun)費(fei)用(yong)(yong)、輸配電(dian)價(jia)、系統(tong)運(yun)行費(fei)用(yong)(yong)、政府(fu)性基金及附加組成,系統(tong)運(yun)行費(fei)用(yong)(yong)包括輔(fu)助服務費(fei)用(yong)(yong)、抽水蓄能容量電(dian)費(fei)等,上網環節線(xian)(xian)損(sun)費(fei)用(yong)(yong)按(an)實際購電(dian)上網電(dian)價(jia)和綜合線(xian)(xian)損(sun)率計算。
《通(tong)知》提(ti)出,執(zhi)(zhi)行(xing)工(gong)(gong)商業(ye)(或大工(gong)(gong)業(ye)、一(yi)般工(gong)(gong)商業(ye))用(yong)電(dian)(dian)(dian)價格的(de)用(yong)戶(hu),用(yong)電(dian)(dian)(dian)容量在100千伏(fu)(fu)安及以(yi)下的(de),執(zhi)(zhi)行(xing)單(dan)一(yi)制電(dian)(dian)(dian)價;100千伏(fu)(fu)安至315千伏(fu)(fu)安之間的(de),可選(xuan)擇執(zhi)(zhi)行(xing)單(dan)一(yi)制或兩部制電(dian)(dian)(dian)價;315千伏(fu)(fu)安及以(yi)上的(de),執(zhi)(zhi)行(xing)兩部制電(dian)(dian)(dian)價,現執(zhi)(zhi)行(xing)單(dan)一(yi)制電(dian)(dian)(dian)價的(de)用(yong)戶(hu)可選(xuan)擇執(zhi)(zhi)行(xing)單(dan)一(yi)制電(dian)(dian)(dian)價或兩部制電(dian)(dian)(dian)價。
《通知(zhi)》要求,省級價(jia)格主管部門要精心(xin)組織(zhi)、周密安排,確保輸配電(dian)(dian)價(jia)平穩(wen)執行,做好與(yu)電(dian)(dian)網(wang)企業代理(li)購電(dian)(dian)制度等的(de)協同(tong),密切監測輸配電(dian)(dian)價(jia)執行情況;電(dian)(dian)網(wang)企業要按照(zhao)相關要求,嚴格執行輸配電(dian)(dian)價(jia),統籌推進電(dian)(dian)網(wang)均衡發展。
